Commissioner Evans, the Vice-Chair, called the meeting to order at 4:43 p.m. Upon roll call, the following Commissioners were in attendance:

Commissioner Lipsey Scott made a motion to move all agenda items previously postpone to the workshop. Commissioner LaSister seconded the motion. A vote was called:
