Agency Plans


The Annual Plan is a comprehensive guide to public housing agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the plan: the 5-Year Plan, which each PHA submits to HUD once every fifth fiscal year, and the Annual Plan, which is submitted to HUD every year.

The Housing Authority is required to adopt plans to govern the affordable housing programs it administers and the Family Self Sufficiency (FSS) program. The Administrative Plan provides guidance on how to operate the Housing Choice Voucher (HCV) program.  The Admissions and Continuing Occupancy Policy (ACOP) provides guidance on public housing operations. The FSS Action Plan lays out the SPHA's policies for program operation and is available for
public review per 24 CFR Part 903. Each document is updated as needed by the Housing Authority to ensure compliance with HUD regulations.
