Amendments and Revisions

Public comments for the following proposed amendments and revisions may be sent via email to [email protected], or hand-delivered to 2001 Gandy Blvd. N., St. Petersburg, FL 33702. Comments from the general public and the SPHA Resident Advisory Board will continue to be accepted through May 27, 2026.

A public hearing on the proposed amendments and revisions will be held at 2001 Gandy Blvd. N., St. Petersburg, FL 33702, on May 28, 2026, at 9:00 AM, followed by a presentation to the SPHA Board of Commissioners at the May 28, 2026 SPHA Board Meeting. The meeting is open to the public.

 


Annual Plans
The Annual Plan is a comprehensive guide to public housing agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the plan: the 5-Year Plan, which each PHA submits to HUD once every fifth fiscal year, and the Annual Plan, which is submitted to HUD every year.

 


Program Compliance Policies and Plans
The Housing Authority is required to adopt plans to govern the affordable housing programs it administers and the Family Self Sufficiency (FSS) program. The Administrative Plan provides guidance on how to operate the Housing Choice Voucher (HCV) program. The Admissions and Continuing Occupancy Policy (ACOP) provides guidance on public housing operations. The FSS Action Plan lays out the SPHA's policies for program operation and is available for public review per 24 CFR Part 903. Each document is updated as needed by the Housing Authority to ensure compliance with HUD regulations.
