Guide to SPHA’s Section 3 Policies and Procedures Section 3 is a provision of the U.S. Department of Housing and Urban Development (HUD) Act of 1968 that helps foster local economic development, neighborhood economic improvement, and individual self-sufficiency. The Section 3 program requires all housing authorities, to the greatest extent possible, provide job training, employment, and contract opportunities for low or very-low income residents in connection with projects and activities in their neighborhoods. Both SPHA and HUD monitor the performance of contractors, review annual reports from recipients, and investigate complaints to ensure compliance.
Section 3 Resident Training Initiative As part of an initiative to help our residents achieve self-sufficiency, SPHA is exploring different options to get our residents trained and employed. We are looking for vendors who would be interested in training residents in your field of work. SPHA will provide you with the contact information for interested residents, as well as compensation for your training program. Minority Programs In accordance with federal regulations, it is SPHA’s goal to have small disadvantaged, minority and women’s business enterprise (SDB/M/WBE) participation in 50% of all of its contracts. Therefore, the selected proposer’s firm that is not 51% small disadvantaged minority or women-owned (non-M/WBE) will be required to take all necessary affirmative steps to assure that minority and women’s business enterprises are used whenever possible.
