Position Summary:

Maintain and support the agency's organization by ensuring the efficient, problem-free daily operations of St. Petersburg Housing Authority computer hardware and software, as well as telecommunications systems. Manages delivery of system maintenance, upgrades, troubleshooting, problem resolution, technical support and training to end-users. Ensures vendors' and contractors' performance meets user needs and adheres to established budgets and contract provisions.  Identifies critical security issues, recommending and implementing risk-reduction solutions and performs application vulnerability assessments.

INFORMATION TECHNOLOGY

  • Manage daily functioning of computer and telecommunications systems (including telephones and telephone systems) of SPHA, ensuring that computer and phone repairs are addressed and completed in a timely fashion.
  • Diagnose and resolve issues with hardware, software, networks, etc.
  • Prioritize work orders to ensure timely resolution of most critical issues.
  • Ensure backups are correctly performed and integrity is maintained with multiple redundancies.
  • Perform data integrity system audits.
  • Recommend and coordinate purchase and/or contract to ensure installation of new hardware, software, telephone equipment, perform upgrades as needed, and research and recommend new products within established budgets to ensure maximum and advanced operation in today's information technology market.
  • Perform daily monitoring of SPHA servers, network computers, printers, etc. to verify system's general functionality and access; ensure problems are addressed immediately in order to provide customers ample time to make necessary changes as soon as possible.
  • Ensure system security.
  • Monitor access levels and protect systems' access as personnel changes occur by granting or deleting access.
  • Arrange for adequate coverage and training of IT functions during absences.
  • Prepare monthly summary report for supervisor.
  • Resolve remote access issues and access system remotely to perform preventive maintenance.
  • Serve as contract administrator for all information system and telecommunications service providers.
  • Prepare scope of services for all related contracts/requisitions, route assignments to contracted service providers and track their work to ensure assigned work is completed and issues are resolved.
  • Research new options for upgrading or replacing current systems to meet the needs of SPHA and assist with implementation.
  • Develop and update forms for use by SPHA programs and staff (i.e. employment applications, logs, resident/participant forms, etc.).
  • Provide systems and software training to new users and/or as upgrades and changes occur, including iPad and app training for Commissioners, and develop user materials (FAQ, training handouts, etc.).
  • Organize files, equipment, licenses, and manuals, etc. in file cabinets for the IS department.
  • Retrieve pictures from digital cameras; distributes to appropriate users; maintains up-to-date back-ups for all Authority's digital pictures.
  • Catalog, organize, and move back-up-tapes to appropriate location
  • Assist with GoTo Meeting set up and oversight for board meetings, meetings requested by senior management, or otherwise as needed.
  • Assist users in producing required reports, including HAB reports.
  • Prepare related policies and procedures for the IS Department.
  • Participate in the development of internal data management plans and activities with personnel of other departments (e.g. Human Resources, Procurement, Public Housing, Housing Choice Voucher, etc.).
  • Manage distribution of agency technology (i.e. cell phones, tablets, key fobs, etc.) to agency personnel and commissioners.
  • Perform other related duties as assigned.

DIGITAL CONTENT

  • Administer and maintain the SPHA website; monitor site traffic and performance, recommending changes in the website
  • Manage the CMS software system to maintain content on the agency website
  • Proactively ensure that agency website is current and up-to-date.
  • Enhance web pages with the addition of photos, graphics and videos.
  • Work with senior management to create and publish digital content for the company (e.g. press releases, social media posts, website updates, etc.)
  • Assist with the content and layout of digital resident newsletters.
  • Perform other related duties as assigned.

Minimum Qualifications & Requirements:

  • Bachelor's degree in Information Technology or Business Administration from an accredited college or university. Equivalent combination of experience, education and training may substitute for degree.
  • Possession of Microsoft Certification preferred.
  • Three to five years of progressively responsible experience in technical support, systems administration or related field.
  • Experience in website development.
  • Experience updating/editing/maintaining website content in a CMS.
  • Thorough knowledge of the Internet and social media channels
  • Computer proficiency in Windows operating systems and MS Office software including Word and Excel. Able to operate Internet applications and email as well as external vendors' and applicable proprietary software programs including HAB software.
  • Possession of valid Florida Driver's License.
