Public Housing Program

Established to provide decent, safe and sanitary rental housing for eligible low-income families, the elderly and persons with special needs, public housing is an option for those with incomes up to 80 percent of the Area Median Income (AMI). SPHA is proud of the quality of the public housing properties that we own or administer throughout the greater St. Petersburg region. We provide 371 public housing units in the developments listed below. Rent is based on each applicant’s income.

SPHA also is required by HUD to reduce the concentration of poverty in certain areas within our jurisdiction, which includes the City of St. Petersburg and a 10-mile radius of the city. Click here to download a map of the locations of SPHA's public housing developments (PDF).

Hurricane and Other Disaster Preparedness

With the start of this year’s hurricane season on June 1, SPHA is encouraging our residents to prepare for potential emergency situations. While events like hurricanes, floods and fires are frightening to consider, having a disaster plan in place can help families react more calmly to the unexpected and can reduce the loss of life and damage to property in the event of an emergency.

How to Prepare for Hurricane Season

Risk Control Policy

The safety and well-being of SPHA residents, guests and employees is very important. SPHA’s safety programs are designed to abide by all applicable laws and regulations. Our risk management procedures have been established to promote and ensure the highest level of safety. Copies of emergency preparedness plans, self inspection programs, and preventive maintenance programs are located at all Property Management and Human Resources Offices. Please report all unsafe conditions to SPHA Property Managers, the Human Resources Officer, or Safety Committee members.

Investment in Future Public Housing

Using the proceeds from the sale of the Graham/Rogall buildings, SPHA plans to acquire or develop
more public and affordable housing properties throughout our jurisdictional area, which encompasses the city of St. Petersburg and a 10-mile radius outside of the city. SPHA's goals are to provide a wider variety of housing options for low-income families, to reduce the concentration of poverty in some areas of the city per HUD regulations, to encourage residents’ access to jobs, and to encourage residents to pursue education.

  • In February 2012, SPHA purchased Sunset Oaks Apartments, using federal Public Housing Replacement Housing Factor dollars and a portion of the proceeds from the 2010 sale of Graham Park Apartments. Sunset Oaks Apartments is part of SPHA’s public housing program as an option for income-eligible residents aged 50 and up. Click here for more information.
