The HOPE VI Homeownership Plan helped first time homebuyers achieve homeownership. St. Petersburg Neighborhood Housing Services (SPNHS) along with Mt. Zion Human Services, Inc. was the master developer to build forty (40) new single-family units in the Wildwood Heights & Melrose-Mercy Neighborhoods. More importantly, the City of St. Petersburg Housing & Community Development Department helped all participants in this program with down payment assistance. In addition, the agencies provided homeownership opportunities for  families for existing units within the city limits of St. Petersburg. The forty (40) new constructed units featured 3-4 bedrooms, one and a half baths, with one car garage. Floor plans for the homes were determined by SPNHS and St. Petersburg Housing Authority (SPHA).
