Graham/Rogall Facts

Quick Facts: Pending Sale of Graham/Rogall:

  • The St. Petersburg Housing Authority (SPHA) held a public sale of the Graham-Rogall properties in 2004. At the time, the city was not facing an affordable housing crisis.
  • The sale is pending to the Vector Realty/KEGB team for $12.2 million with a credit of $780,600.00. The intent of the buyer is to offer affordable home ownership units.
  • Two hundred thousand dollars has been placed in escrow, but no other funds have traded hands. No money will be paid to the SPHA for the property until the sale is final. One million dollars of the sales proceeds will be set aside to fund relocation costs for residents. The rest of the money will be reinvested in local affordable housing properties.
  • On April 17, 2008, the SPHA received official notice from the U.S. Department of Housing and Urban Development (HUD) that the use restriction on Rogall apartments has been lifted, allowing the sale to move forward.

  • SPHA’s first priority is the residents. We will assist the residents of Graham-Rogall in all phases of their move and will cover all moving expenses. On April 24, 2008, the SPHA Board of Commissioners approved the relocation plan for residents of Graham-Rogall, outlining all services that will be provided.

  • Graham-Rogall will remain open, and the sale of the properties will not be final, until the authority has provided all residents with suitable, alternate subsidized housing, no matter how long that takes. No one currently living at Graham-Rogall will be left without a home.
  • The authority plans for the relocation effort to take place in stages, moving only 10 to 15 residents per month, to avoid flooding the housing market and to ensure that residents find housing that meets their individual needs.
  • Section 8 Housing Choice Vouchers (Section 8 HCV) will be provided to all Graham-Rogall residents, allowing continued rental assistance for the housing of their choice within the City of St. Petersburg, in Pinellas County, or in any city in the United States where a Section 8 HCV program is administered. Participants in the Section 8 HCV program pay approximately 30% of their monthly adjusted income toward rent and utilities, which is similar to the rental amount residents pay at Graham-Rogall. Key to the Section 8 HCV program’s success is the participant’s ability to live in housing of their choice.
