Our Commissioners

Joseph Lettelleir, Chairman

Commissioner Lettelleir was re-elected as the Chairman of the Board of Commissioners on February 28, 2013. Originally appointed to the board in August 2009 to fill a vacant seat, he was reappointed for a full four-year term in December 2009, which ends in November 2013. He is the president of JTL Realty, Inc. in St. Petersburg. As a proponent for affordable housing in St. Petersburg, he has served as president of the St. Petersburg Area Chamber of Commerce; chairman of the St. Petersburg Planning Commission; member of Governor’s Council on State Housing Goals; and president of the Community Development and Reinvestment Corporation.

Delphinia Davis, Vice Chair

Commissioner Davis was appointed to the board in December 2009, to fill a vacant seat with a term ending in November 2013. She was elected as Vice-Chair of the Board of Commissioners on February 28, 2013. With a dual background in engineering and accounting, she is a State Certified General Contractor and holds degrees from Florida A & M University and an MBA from Webster University. Commissioner Davis is pursuing her PhD in Accounting. She is a member of Bethel Community Baptist Church, Alpha Kappa Alpha Sorority, Inc., National Society of Women Engineers, National Society of Black Engineers, National Women's Executive, American General Contractor's Association, W/MBE, National Association of Equal Opportunity (NAFEO), Who's Who Among Women Engineers, National Association for Female Executives, Florida Government Finance Officers Association, National Association for Equal Opportunity, North Florida Builders Association, National Society of Cost Estimators, and National Association of Professional Women. Commissioner Davis is employed by the Juvenile Welfare Board Children’s Services Council of Pinellas County.

Commissioner Harvey

Harry Harvey, Commissioner

Originally appointed to the board in December 1996, Commissioner Harvey was reaffirmed in 2000, 2004, 2008, and 2012, with his current term ending in December 2016. He served as the board's Chairman from May 2006 through February 2009 and also previously served as Vice-Chair.

Commissioner Harvey earned his degree in psychology from Talladega College. He was employed by the Department of Children and Families from August 10, 1970, until his retirement on August 10, 2002. In addition, he retired in 2002 from the United States Army Reserves as a Sergeant First Class with 23 years of service. Commissioner Harvey is presently employed as a District Manager for Voter Registration and Education for the Pinellas County Supervisor of Elections Office.

Commissioner Harvey is a member of McCabe United Methodist Church and serves as the Assistant Secretary and Membership Chairperson for the St. Petersburg Branch of the National Association for the Advancement of Colored People (NAACP). He is a Life Member of Omega Psi Phi Fraternity, active in the Eta Rho Chapter and a member of the State Council of the Florida State Organization of the Omega Psi Fraternity, Inc. Commissioner Harvey also serves on the Board of Directors of the Dr. Carter G. Woodson African American History Museum.

Ashon Nesbitt, Commissioner

Commissioner Nesbitt was appointed to the board in July 2011, with a term ending in December 2014. He has a strong passion for affordable housing and considers the expansion of affordable housing a personal mission. Currently, Commissioner Nesbitt works as an Asset Manager for Raymond James Tax Credit Funds, Inc., a major syndicator for Low Income Housing Tax Credits. Prior to joining Raymond James, he served as Assistant Housing Programs Manager for Alachua County, Florida, where his focus was mainly homeownership programs such as down payment assistance and housing rehabilitation. He is a graduate of Florida A&M University and the University of Florida with degrees in Architecture, Urban and Regional Planning and Real Estate. He is a St. Petersburg native and a married father of two. Beyond his appointment to the SPHA Board of Commissioners, Commissioner Nesbitt has served as a member of the Consolidated Plan Review Committee for the City of St. Petersburg, and he is an active member of Souls Harvest Fellowship Church in St. Petersburg.

Lorraine Perry, Commissioner

Originally appointed to the board as Resident Commissioner in January 2006, Commissioner Perry was reaffirmed in January 2009 and December 2012, with a term ending in December 2016.

 

Lucinda Spire, Commissioner

Commissioner Spire was appointed to the board in June 2008 to serve a four-year term, ending in November 2011. She was reappointed by the St. Petersburg City Council in 2012, for a second term ending in November 2015. An involved community member, she has served as a co-chairperson of Northeast High School Center for Finance and is currently active volunteering with several local charities.

Ann Taylor, Commissioner

Commissioner Taylor was appointed to the board in July 2011, with a term ending in December 2014. Born, raised and educated in St. Petersburg, she is the business owner of several local establishments and is a dedicated community volunteer. In recognition of her support of local charitable organizations, Commissioner Taylor has been named as a princess in the Queen of Hearts’ court in the annual tribute to the community's most active women volunteers. In addition to her philanthropic work, she has served as the past president of the St. Petersburg Museum of History, is a former member of the City of St. Petersburg’s Beautification Commission, and is a past board member of the Dr. Carter G. Woodson African American History Museum. Commissioner Taylor also is an active volunteer with Canterbury School of Florida and Academy Prep Center of St. Petersburg. She attended Gibbs Junior College, where she studied Business Administration.

Dr. Arnett Smith, Commissioner Emeritus

Dr. Smith served on SPHA's Board of Commissioners from July 2004 to July 2011. In October 2011, the full board voted unanimously to create the title of "Commissioner Emeritus" and selected Dr. Smith as the first former Commissioner to serve the housing authority in this honorary advisory position.

About the SPHA Board

The St. Petersburg Housing Authority (SPHA) is governed by a seven-member Board of Commissioners, responsible for oversight and policy-making. Appointed by the Mayor of St. Petersburg and subject to confirmation by the St. Petersburg City Council, commissioners are unpaid volunteers who serve four-year terms.
