The St. Petersburg Housing Authority is governed by a seven-member Board of Commissioners. The Mayor of St. Petersburg appoints board members subject to confirmation by the St. Petersburg City Council. Scroll down for list of commissioners.
Meetings of the Board of Commissioners are held on the fourth Thursday of the month,
unless otherwise indicated.
The next Regular Meeting of the Board of Commissioners of the St. Petersburg Housing Authority will be held on Thursday, August 28, at 2:00 p.m. at the St. Petersburg Neighborhood Housing Services, 1600 Dr. Martin Luther King Jr. Street South, St. Petersburg, Florida (Please note the change of location).
No meeting is scheduled for July 2008.
The Finance Committee meetings are held on the Wednesday prior to the Board meeting at 1:00 p.m. The Residents' Interests Committee meetings are held on the Wednesday prior to the Board meeting at 12:00 p.m. As needed, the Property Acquisition Committee or the Personnel Committee meets on the Thursday of the Board meeting at 1:00 p.m.
The committee meeting schedule may change and the dates and times may vary from time to time per the Committee Chair.

Harry L. Harvey

Commissioner Harvey was elected Chairman of the Board of Commissioners of the St. Petersburg Housing Authority on Thursday, May 26, 2006. Appointed to the SPHA Board in December 1996, Commissioner Harvey also served as Vice Chairman of the Board from May 2001 to 2006.
Commissioner Harvey earned his degree in psychology from Talladega College. He was employed by the Department of Children and Families from August 10, 1970 until his retirement on August 10, 2002. In addition, he retired in 2002 from the United States Army Reserves as a Sergeant First Class with 23 years of service. He served three years of Active Army Service as a Personnel Sergeant, with one year in Vietnam. Commissioner Harvey is presently employed as a District Manager for Voter Registration and Education for the Pinellas County Supervisor of Elections Office.
Commissioner Harvey is a member of McCabe United Methodist Church and serves as the 1st Vice President for the St. Petersburg Branch of the National Association for the Advancement of Colored People (NAACP). He also serves on the Community Policy Council for the City of St. Petersburg. He is a Life Member of Omega Psi Phi Fraternity and an active member of Eta Rho Chapter. Commissioner Harvey serves on the Board of Directors of the Dr. Carter G. Woodson African American History Museum.

Paul Yingst

Appointed to the SPHA Board in November 1997, Commissioner Yingst was elected Vice Chair of the Board in May 2006.
Commissioner Yingst holds the degrees of Electrical Engineer from the University of Cincinnati and Juris Doctor from Chase College of Law in Cincinnati. A resident of St. Petersburg since April 1957, he served 17 years in City Administration in St. Petersburg and, prior to that, 20 years in the US Space Program as a Program Manager.
Commissioner Yingst also has served on the Board of Directors of the Westcoast Regional Water Supply Authority as representative of the City of St. Petersburg. |

Originally appointed to the SPHA Board in October 2003 to fill an unexpired four-year term ending in December 2005, Commissioner Gibbons was reappointed to the Board in 2005 with a term ending in November 30, 2009.

In 1995, Mr. Irions joined the St. Petersburg Housing Authority, relocating to Pinellas County from the Chicago Housing Authority where he worked as Chief Administrator for Operations and as the Chief Administrative Officer. A seasoned housing administrator, he also held senior management positions in housing authorities in Denver, Colorado and Lincoln Nebraska. Prior to his tenure at the Chicago Housing Authority, he worked as the Deputy Executive Director with the Denver Housing Authority and the Director of Programs for the Lincoln, Nebraska Housing Authority.
He was named Executive Director of the Pinellas County Housing Authority in 2004, in addition to his responsibilities at the St. Petersburg Housing Authority.
Mr. Irions is a graduate of the University of Nebraska, where he completed his undergraduate and graduate studies in Psychology. He served thirteen years in active and reserve duty capacities as an Officer in the United States Marine Corps. His current and former affiliations include: Pinellas Marine Institute, Leadership Tampa Bay, St. Petersburg Community Police Council, Live Arts Peninsula Foundation and FANNIE MAE. He also was a Presidential appointee of the worldwide Board of Governors of the USO. |
