Delphinia Davis Joins SPHA Board of Commissioners

ST. PETERSBURG, FLORIDA – Delphinia Davis was sworn in as the newest St. Petersburg Housing Authority (SPHA) commissioner at the authority’s January 28 regular board meeting. Davis was appointed to the board by former St. Petersburg Mayor Rick Baker, prior to the end of his term.

“I am looking forward to being on the board, getting to know everyone, and serving the residents of the St. Petersburg Housing Authority,” Davis said.

Dr. Arnett Smith, SPHA board chairman, said, “We feel that Commissioner Davis is a great addition to our board. I look forward to what we can achieve together for our community.”

Born and raised in St. Petersburg, Davis moved back to the city two years ago after 20 years away. With a dual background in engineering and accounting, she is a State Certified General Contractor, and holds degrees from Florida A & M University and an MBA from Webster University. She currently is pursuing her PhD in Accounting. She is a member of Bethel Community Baptist Church, Alpha Kappa Alpha Sorority, Inc., National Society of Women Engineers, National Society of Black Engineers, National Women's Executive, American General Contractor's Association, W/MBE, National Association of Equal Opportunity (NAFEO), Who's Who Among Women Engineers, National Association for Female Executives, Florida Government Finance Officers Association, National Association for Equal Opportunity, North Florida Builders Association, National Society of Cost Estimators, and National Association of Professional Women. Davis is employed by the Juvenile Welfare Board Children’s Services Council of Pinellas County.

The seven-member SPHA Board of Commissioners is responsible for oversight and policy-making for the housing authority. The mayor appoints SPHA board members, subject to confirmation by the St. Petersburg City Council. Board members are unpaid volunteers, who serve four-year terms.

SPHA board meetings are open to the public and are held at 2:00 p.m. on the fourth Thursday of the month, except in July and December. The next regular meeting of the SPHA Board of Commissioners will take place on Thursday, February 25, at the St. Petersburg Neighborhood Housing Services, 1600 Dr. Martin Luther King Jr. Street South in St. Petersburg.
